FENCE RULES – WEST MONROE (CITY), LOUISIANA

GOVERNANCE

Residential fence administration in the City of West Monroe is centered in the Building and Development Department and the Inspections office, with property-condition enforcement handled by Code Enforcement.

The City’s public materials state that the Building and Development Department is the contact point for permit questions, while the Inspections office issues permits and performs inspections within the corporate limits.

PERMIT AND APPROVAL REQUIREMENTS

Fence Permit: A building permit is required for fences and walls. The permit fee is $25.00, and the permit is subject to approval by the zoning administrator.

Administrative Permit Policy: The City FAQ states that any type of construction, including the construction of a fence, requires a permit.

FENCE PLACEMENT RULES

Property Lines: The ordinance does not state a setback requirement for standard residential fences from property lines; however, fences must be located entirely on the owner’s property and must not encroach into rights-of-way or easements or servitudes.

Public Property: Fences, walls, signs, poles, barricades, ramparts, and similar works are prohibited in public alleys, ditches, rights-of-way, and other public property.

Required Yards: The code regulates fence height within required front, side corner, side, and rear yards, but it does not publish a separate numeric setback from the property line for standard residential fences.

Utility Safety: Louisiana’s Underground Utilities and Facilities Damage Prevention Law requires the person responsible for excavation or demolition to provide notice to the regional notification center (Louisiana 811) before digging. Notice must be provided at least two (2) full business days before the proposed commencement date of the excavation or demolition. Markings are considered valid up to 20 calendar days from the “mark-by” time, as long as the marks remain visible.

FENCE HEIGHT AND VISIBILITY RULES

Front and Side Corner Yards: The code does not publish a single overall height cap for every fence type in required front or side corner yards. It states that no fence, wall, hedge, structure, or other object that obstructs sight may exceed 3 feet there, and that chain link fences in residential districts for residential use may not exceed 5 feet there.

Side and Rear Yards: No fence, wall, or hedge, other than the wall of a permitted structure, may exceed 8 feet in any required side or rear yard.

Residential Side Corner Yard Exception: Where a residential property has a side corner yard with another residential side corner yard to its rear, a fence, hedge, wall, structure, or other object may be up to 8 feet in that side corner yard.

Corner-Lot Sight Triangle: On a corner lot in any residential district, no fence, wall, hedge, other structure, or planting more than 2 feet in height may be erected, placed, or maintained within the triangular area formed by the intersecting street lines and a straight line joining those street lines at points 30 feet from the intersection, measured along the street lines.

Swimming Pool Barrier: Swimming pools must be enclosed by a fence or wall at least 4 feet in height, with a self-latching gate, and maintained to restrict the passage of animals or young children.

MATERIAL AND CONSTRUCTION LIMITS

Electric Fences: Electrically charged fences and electrically charged barrier wire are unlawful within the city.

Maintenance Standard: All fences, walls, hedges, and similar barriers must be maintained in a reasonably good state of repair.

Published Residential Material Limits: Outside the chain-link height limit in required front or side corner yards and the citywide prohibition on electrically charged fencing, the municipal code does not publish a broader list of permitted or prohibited materials for standard single-family residential fences.

PRIVATE RESTRICTIONS

Homeowners association covenants, subdivision restrictions, and other private agreements operate independently of City of West Monroe regulations and may be more restrictive than the City’s published fence standards.

Prohibited Fence Types: Installing an electrically charged fence or barrier wire, or installing chain link above 5 feet in a required front or side corner yard in a residential district for residential use.

Fence Condition: Allowing fences or similar barriers to fall out of a reasonably good state of repair, or allowing dilapidated or unsafe fencing perceptible from beyond the property to remain as junk or debris nuisance.
