FENCE RULES – SULPHUR (CITY), LOUISIANA
OVERVIEW
Residential fences are permitted on private property within City of Sulphur, subject to local regulations.
The City of Sulphur does not publish one consolidated residential fence chapter. Relevant fence-related rules appear in the Code of Ordinances, especially Appendix B, Land Use, Chapter 21, Traffic and Motor Vehicles, and Chapter 19, Swimming Pools.
This page focuses on typical single-family residential fencing. If the jurisdiction’s adopted materials do not state a specific limit or requirement, this page notes that the code does not specify one.
Compiled From the City of Sulphur Code of Ordinances, including Appendix B Land Use, Chapter 19 Swimming Pools, Chapter 21 Traffic and Motor Vehicles, the Home Rule Charter administrative provisions, and City of Sulphur permit and department materials, as of March 2026.
GOVERNANCE
The governing authority is the City of Sulphur, operating under its Home Rule Charter and Code of Ordinances.
The City of Sulphur does not publish a single consolidated fence code for standard residential lots. Instead, fence-related rules are spread across the land use code, traffic visibility provisions, and pool-enclosure provisions.
Land use and development approval functions are assigned to the Director of Public Works, acting as the Land Use Administrator. Permit issuance, inspections, property standards, and ordinance enforcement are administered through the City of Sulphur Department of Municipal Services, which supervises the Chief Building Official.
PERMIT AND APPROVAL REQUIREMENTS
• Building Permit: The City of Sulphur’s published materials reviewed for this page do not state a fence-specific building permit threshold or exemption for standard residential fences.
• Zoning Compliance: Building permit requirements are separate from zoning, setback, or plat requirements. Confirm any applicable zoning conditions, setbacks, and plat requirements with the Director of Public Works, acting as the Land Use Administrator before construction.
FENCE PLACEMENT RULES
• Property-Line Setbacks: The ordinance does not state a setback requirement for standard residential fences from property lines; however, fences must be located entirely on the owner’s property and must not encroach into rights-of-way or easements or servitudes.
• Intersection Sight Triangles: Section 21-6 prohibits a fence or other obstruction that obstructs or lessens drivers’ view at intersections. Any object within the regulated sight triangle that exceeds 30 inches above street level is in violation.
• Sight-Triangle Geometry: Section 21-6 measures the sight triangle from 14.5 feet along intersecting curbs, with the remaining triangle dimensions set by the roadway-distance table in that section.
• Corner Clip Area: Appendix B also prohibits structures, parking lots, or landscaping other than mowed grass and street or traffic signs within the triangular area formed by intersecting rights-of-way and a line measured 25 feet from the point of intersecting rights-of-way.
• General Placement Standards: The municipal code does not publish additional numerical placement standards for standard residential fences beyond the visibility and corner-area restrictions stated here.
• Utility Safety: Louisiana’s Underground Utilities and Facilities Damage Prevention Law requires the person responsible for excavation or demolition to provide notice to the regional notification center (Louisiana 811) before digging. Notice must be provided at least two (2) full business days before the proposed commencement date of the excavation or demolition. Markings are considered valid up to 20 calendar days from the “mark-by” time, as long as the marks remain visible.
FENCE HEIGHT AND VISIBILITY RULES
• General Fence Height: The municipal code does not specify a maximum height for standard residential fences.
• Intersection Visibility: At roadway intersections, an object within the Section 21-6 sight triangle may not exceed 30 inches above street level if it obstructs or lessens drivers’ view.
• Swimming Pool Enclosures: When a fence or wall is used as the required enclosure for an outdoor swimming pool or family pool, it must be at least 6 feet high.
MATERIAL AND CONSTRUCTION LIMITS
• General Residential Fence Materials: The municipal code does not specify permitted materials or prohibited materials for standard residential fences.
• General Residential Construction Details: The municipal code does not specify a general opacity standard or general opening-size standard for standard residential fences.
• Pool Enclosure Construction: A required swimming pool enclosure may not have openings, holes, or gaps larger than 4 inches in any dimension. If a picket fence is used, the horizontal gap may not exceed 4 inches.
• Pool Gates and Doors: Gates or doors opening through the pool enclosure must be self-closing and self-latching, except that a dwelling door forming part of the enclosure is not required to have that device.
PRIVATE RESTRICTIONS
Homeowner association rules, subdivision covenants, and private deed restrictions operate independently of city regulations and may be more restrictive than the City of Sulphur’s published standards.
REVIEW AND ENFORCEMENT CONTEXT
Fence issues are typically reviewed during permit or approval review when required, and through complaint-based code enforcement. Examples include:
• Permit Administration: Permit issuance, inspections, and related code administration are handled through the City of Sulphur Department of Municipal Services.
• Zoning and Land Use Review: Land use approvals and interpretations are handled by the Director of Public Works, acting as the Land Use Administrator.
• Intersection Visibility Hazards: Fences that obstruct intersection sight distance or exceed the 30-inch visibility limit within the regulated sight triangle may be reviewed under Section 21-6.
• Corner-Lot Right-of-Way Areas: Structures or landscaping within the 25-foot corner clip area may be reviewed under Appendix B.
• Ordinance Enforcement: Property standards and ordinance enforcement are also administered through the City of Sulphur Department of Municipal Services and its ordinance-enforcement function.
