FENCE RULES – ALEXANDRIA (CITY), LOUISIANA

GOVERNANCE
Residential fence administration in the City of Alexandria is split between Construction Development / Permits and Zoning.

PERMIT AND APPROVAL REQUIREMENTS
• Permit Trigger: Under §5.6.10(D), fences over seven feet high must be permitted and materials approved prior to erection.
• Fences Seven Feet and Lower: The compiled materials reviewed for this page do not publish a separate statement requiring a permit for standard residential fences seven feet in height or lower.
• Permit Office: The City’s permit landing page identifies Construction Development / Permits as the office for permit-related inquiries.
• Zoning Compliance: Building permit requirements are separate from zoning, setback, or plat requirements. Confirm any applicable zoning conditions, setbacks, and plat requirements with Zoning before construction.
FENCE PLACEMENT RULES
• Property Lines: The ordinance does not state a setback requirement for standard residential fences from property lines; however, fences must be located entirely on the owner’s property and must not encroach into rights-of-way or easements or servitudes.
• Lot or Yard Boundaries: §5.6.10 states that fences may be erected along the boundaries of a lot or yard, subject to the standards in that section.
• Street Pavement Clearance: No fence, except chain link or a fence through which view is not obstructed, may be erected closer than 10 feet from the edge of the street pavement.
• Required Yards: The Land Development Code treats fences and walls as permitted encroachments in required yards when they comply with §5.6.10.
• Utility Safety: Louisiana’s Underground Utilities and Facilities Damage Prevention Law requires the person responsible for excavation or demolition to provide notice to the regional notification center (Louisiana 811) before digging. Notice must be provided at least two (2) full business days before the proposed commencement date of the excavation or demolition. Markings are considered valid up to 20 calendar days from the “mark-by” time, as long as the marks remain visible.
FENCE HEIGHT AND VISIBILITY RULES
• Height Measurement: Fence height is measured as the vertical distance from finished grade on the highest side of the fence or wall to the top of the fence or wall, not to the top of fence posts or columns.
• Required Front Yard: No fence, except chain link or a fence through which view is not obstructed, may be erected or altered in any required front yard to exceed 3 feet in height.
• Required Side and Rear Yards: No fence may be erected or altered in any required side or rear yard to exceed 10 feet in height.
• Front-Yard Chain Link and Open-View Fences: The code does not specify a separate maximum height for chain link or other fences through which view is not obstructed in a required front yard. Fences over 7 feet still require permit and material approval before erection.
• Corner Lots and Sight Triangle: On a corner lot in any district, nothing may be erected, placed, planted, or allowed to grow so as to materially impede vision between 2.5 feet and 10 feet above the centerline grades of the intersecting streets within the area bounded by the street lines and a straight line joining points 30 feet from the point of intersection, measured along the street lines.
MATERIAL AND CONSTRUCTION LIMITS
• General Materials: The Land Development Code does not publish a general list of permitted or prohibited materials for standard residential fences.
• Material Approval for Taller Fences: Fences over 7 feet high must have materials approved prior to erection.
• Front-Yard Material Distinction: The code distinguishes chain link and fences through which view is not obstructed from other fence types for the required-front-yard height rule and the street-pavement-clearance rule.
PRIVATE RESTRICTIONS
Homeowners association covenants, subdivision restrictions, and other private agreements operate independently of City of Alexandria regulations and may be more restrictive than the city’s published fence standards.

• Visibility Obstruction: Creating a sight obstruction within the corner-lot safe sight triangle between 2.5 feet and 10 feet above the centerline grades of the intersecting streets.
