PERMIT AND APPROVAL REQUIREMENTS

Building Permit: City of Kenner’s published permit guidance states that permits are required for residential fence work.

Zoning Compliance: Building permit requirements are separate from zoning, setback, or plat requirements. Confirm any applicable zoning conditions, setbacks, and plat requirements with Planning Department before construction.

FENCE PLACEMENT RULES

Property-Line Setbacks: The ordinance does not state a setback requirement for standard residential fences from property lines; however, fences must be located entirely on the owner’s property and must not encroach into rights-of-way or easements or servitudes.

Public Infrastructure Clearance: The building regulations state that no material, fence, or shed may be placed so as to obstruct free approach to fire hydrants, fire alarm boxes, street lighting standards, public utility poles, manholes, catch basins, or U.S. mailboxes.

Utility Safety: Louisiana’s Underground Utilities and Facilities Damage Prevention Law requires the person responsible for excavation or demolition to provide notice to the regional notification center (Louisiana 811) before digging. Notice must be provided at least two (2) full business days before the proposed commencement date of the excavation or demolition. Markings are considered valid up to 20 calendar days from the “mark-by” time, as long as the marks remain visible.

FENCE HEIGHT AND VISIBILITY RULES

Height Standard: The fence regulations do not specify a numeric maximum height for standard residential fences. The code states instead that fence height must comply with the zoning ordinance.

Combustible Material Over 8 Feet: Fences over 8 feet in height shall not be of combustible material.

Hazardous Material Elevation: Barbed wire or other material deemed hazardous by the director shall not be placed less than 7 feet above the ground or grade along public thoroughfares, parks, or adjacent properties.

Visibility: The municipal code does not specify a separate residential sight-triangle or visibility standard for fences in the materials reviewed for this page.

MATERIAL AND CONSTRUCTION LIMITS

Structural Condition: Fences shall be structurally sound and durable.

Fragile or Flammable Components: Fragile, readily flammable material such as paper, cloth, or canvas may not form part of a fence or be used as an adjunct or supplement to a fence.

Residential Fence Materials: In residential areas, fences shall only be made of wood (rails or stakes), wrought iron, solid plastic, chain-link, masonry, or vegetation (hedge).

Residential Metal Panels: In residential areas, metal other than corrugated tin is permitted only when it is made from 24- or 26-gauge metal R panel or flair panel with a polyester enamel color finish, capped with five and three-eighths-inch channel, and erected with long-life rustproof screws.

Maintenance: All fences must be maintained in a structurally sound condition and in good repair.

PRIVATE RESTRICTIONS

HOA covenants, subdivision restrictions, private servitudes, and similar private agreements operate independently of City of Kenner ordinances and may be more restrictive than city rules.
